FACT SHEET – Lease Enforcement Policy Changes 7.9.20

The Richmond Redevelopment and Housing Authority (RRHA) is committed to ensuring all of our public housing families have every available opportunity to succeed. This Fact Sheet outlines permanent policy changes to RRHA’s current lease Enforcement practices.


RRHA will begin normal lease enforcement starting August 1, 2020. If you do NOT have a repayment agreement yet, NOW IS THE TIME.


All resident payments applied to utilities since February 1, 2013 have been REVERSED and applied to rent or other charges the resident owed at the time of payment. This means all records will now show that resident payments were applied to rent BEFORE utilities


Starting August 1 and going forward, all resident payments will be applied to the current month’s rent FIRST. Utilities will be paid LAST once all other charges are satisfied.


Starting August 1, late penalties will ONLY be charged if the current month’s rent is not paid on time. For example, if August rent is paid by August 8, NO LATE FEE will be incurred, even if you owe other RRHA charges


Starting August 1, the amount of all late fees will be reduced permanently from $15 to $5.


No resident will receive late fees of any kind for failing to pay during the lease enforcement freeze and the COVID-19 pandemic. However, you will still receive a late fee if you do not pay August rent on time.
