Public Housing: Senior Housing Program
RRHA maintains eight buildings for qualified low-income elderly and disabled Richmonders. All buildings offer on-site services staffs that provide counseling, referrals to services, recreational and cultural activities and other activities to help residents to remain independent. Wellness programs, field trips, and social activities help elderly residents stay active and involved.

These garden-style apartments and townhouse in Blackwell provide 99 low-income units in a growing, convenient, and walkable community. Residents here have ready access to the James River Park System and all downtown Richmond has to offer. In September 2001, just one year after breaking ground for Blackwell’s first new multifamily housing, families moved into the Townes. Many of the those moving into these attractive, privately owned and managed rental units are former residents of public housing.

A 77-unit affordable housing community, Highland Park Senior Apartments is situated in the city’s Highland Park neighborhood, a quaint historic district north of downtown dating back to 1891. After years of decline in the area, the neighborhood is witnessing a resurgence in newly developed and rehabilitated properties.
