RDC Expands Board to Elevate Resident Voices and Community Leadership 

RICHMOND, VA. — The Richmond Development Corporation (RDC), a wholly owned subsidiary of the Richmond Redevelopment and Housing Authority (RRHA),recently announced the approval of a new Board of Directors composition that strengthens community representation and ensures broader resident and stakeholder voices are reflected in RDC’s governance.

The updated board structure was approved by the RDC Board of Directors on November 5, 2025, and subsequently authorized by the RRHA Board of Commissioners. The action rescinds a prior resolution approved in June 2025 and reflects RDC’s continued commitment to inclusive leadership and community-centered development.

Under the new composition, RDC has expanded representation to include:

  • Dyanne Broidy  – RRHA Resident Commissioner, appointed by the Chair of the RRHA Board of Commissioners
  • Marika McCray – RRHA Voucher Participant Commissioner
  • Marilyn Olds – The President of the Richmond Tenants Organization (RTO)

These additions replace positions previously held by RRHA executive staff, aligning the Board more closely with the residents and communities impacted by RDC’s work.

Jackson, Jr., Chair of the RRHA Board of Commissioners. “This action ensures that resident perspectives are embedded in decision-making at the highest levels of RDC and affirms our responsibility to advance development that is both equitable and community-informed.”

A newly added public housing resident representative on the RDC Board emphasized the importance of resident inclusion in governance.

“This change sends a clear message that residents are not just impacted by development decisions—we are partners in shaping them,” the resident commissioner said. “Having a seat at the table ensures that lived experience helps guide policies, priorities, and investments that affect our communities.”

Following approval, the RDC Board of Directors will consist of:

  • Steven Nesmith – RRHA’s Chief Executive Officer
  • Currently Vacant – RRHA’s Chief Financial Officer
  • Sherrill Hampton – RRHA’s Senior Vice President of Real Estate and Community Development
  • Gregory Lewis – RRHA Commissioner, appointed by the Chair of the RRHA Board of Commissioners
  • Dyanne Broidy – RRHA Public Housing Resident Commissioner, appointed by the Chair of the RRHA Board of Commissioners
  • Marika McCray – RRHA’s Housing Choice Voucher Participant Commissioner
  • Marilyn Olds – President of the Richmond Tenants Organization (RTO)

The RDC President, or designee, is authorized to execute all necessary documents to implement the new board composition, including amendments to RDC’s bylaws.
