RRHA Board of Commissioners Elects New Board Chair and Vice Chair

The Richmond Redevelopment and Housing Authority (RRHA) is pleased to announce the election of Eddie L. Jackson, Jr. as Chair and Harold Parker as Vice Chair of its Board of Commissioners. The election took place during the Board’s annual meeting on October 15, 2025. The Board Chair serves a two-year term and the Vice Chair serves a one-year term leading the Authority’s governing body.         

Chair Eddie L. Jackson, Jr. brings more than 25 years of experience as a licensed real estate agent and consultant. He is the principal broker of both Call It Closed International Realty and Call It Closed Commercial for Virginia, a 2025 Inc. 5000 recipient and one of the fastest-growing private companies in America.  

A respected leader in the real estate industry, Chair Jackson represents commercial clients across the nation and has extensive experience with all commercial asset types, including retail, mixed use, office, industrial, special use, and multifamily. His work is guided by a commitment to service, innovation, and integrity—principles that also drive his leadership at RRHA. Jackson joined the RRHA Board of Commissioners on June 13, 2022.

Vice Chair Harold Parker is a long-time Richmond resident and the President and Chief Executive Officer of Old Dominion Electrical Supply Company, which he founded in 1985. A graduate of Armstrong High School and Virginia Commonwealth University’s School of Business, Parker is also a retired engineer with C&P Telephone Company (now Verizon).          

Throughout his distinguished career, Parker has been deeply engaged in civic and community service. He served for 20 years on the Henrico County Economic Development Authority (EDA) Board and now sits on the Green City EDA Board for Henrico County. His extensive community involvement includes service with organizations such as the Ronald McDonald House, Freedom House, Warner Press, the Church of God Executive Board, Venture Richmond, and the Richmond Minority Business Advisory Board. Parker is a steadfast advocate for minority-owned businesses and creating pathways for their growth and success.
