Effective Wednesday, July 19, 2023, waitlists for four (4) and five (5) bedroom public housing units will close.
Effective Monday, July 17, 2023, Richmond Redevelopment and Housing Authority (RRHA) will open two (2) project-based voucher (PBV) waitlists of various bedroom sizes.
A project-based voucher (PBV) is a housing choice voucher where the subsidy stays with the unit, not the individual voucher holder.
The two (2) PBV waitlists total 27 units and include the following communities:
- Townes at River South – 214 East 9th Street: three (3) and four (4) bedroom units
- The Planet Apartments – 14 West Jackson Street: one (1), two (2) and three (3) bedroom units
The pre-application period for the PBV waitlists will open Monday, July 17, 2023, at 8:30 am and close July 19, 2023, at 5:00 pm.

Our goal continues to focus on minimizing the impact of the current affordable housing crisis by reopening the waitlists and reducing the wait time to less than six months.”

To apply for these waitlists, visit rrha.com, click the “Applicant Portal” at the top of the page. Log in or click “Click here to register” in the box at the bottom of the page. Enter your registration code or complete the personal details section to be assigned a registration code if you do not have one.
Applicants who have challenges applying or logging in or who may not be technologically savvy and in need of online assistance should call the RRHA Customer Call Center at (804) 780-4200.
RRHA also accepts walk-ins on Tuesdays from 9 am–Noon and Thursdays 1–4 pm at our current location at 600 East Broad Street, 4th floor.
