During the Richmond Redevelopment and Housing Authority’s (RRHA) second all-day Board of Commissioners retreat held Saturday, May 16, 2026, RRHA Chairman of the Board of Commissioners Eddie Jackson presented a bold vision for the future of the agency — one rooted in transparency, collaboration, accountability and long-term strategic growth.

Working alongside fellow Commissioners, Chair Jackson emphasized a renewed commitment to strengthening relationships with Richmond’s City Council, Mayor Avula’s Administration, affordable housing partners, public housing residents, resident council leaders, the Richmond Tenant Organization, community advocates and stakeholders across the financial and development communities.

The retreat focused heavily on the creation and discussion of a new five-year strategic plan designed to better position RRHA to meet the evolving housing and redevelopment needs of the City of Richmond while restoring public trust and delivering meaningful outcomes for residents.

The Chairman’s Five-Point Strategic Vision 

Chairman Jackson’s 5-point vision helped frame discussion during RRHA’s recent Board retreat and provided direction for broader conversations surrounding the agency’s long-term priorities.

1. Better Positioning RRHA as Both a Public Housing and Redevelopment Authority

RRHA will continue working to strengthen its role as a leader in affordable housing while also advancing redevelopment opportunities that create stronger neighborhoods and expanded housing choices throughout Richmond. The agency’s vision includes responsibly leveraging partnerships and resources to support both preservation and growth.

2. Fostering Resident Empowerment, Economic Mobility & Building Strategic Partnerships

A major focus of the Board’s vision is ensuring residents are not only housed but empowered. RRHA aims to increase opportunities for economic mobility, workforce development, self-sufficiency initiatives and resident engagement. Strategic partnerships with community organizations, educational institutions, workforce agencies and affordable housing stakeholders will be critical to achieving these goals.

3. Operational and Financial Transparency & Earning the Public’s Trust

Chairman Jackson emphasized that transparency and accountability must remain at the forefront of RRHA’s operations. The agency is committed to improving communication with residents, stakeholders and the broader Richmond community while strengthening financial oversight, operational performance and public reporting.

4. Board Governance & Strategic Alignment with Board of Commissioners’ CEO Goals and Objectives

The Board of Commissioners is committed to maintaining strong governance practices and ensuring clear strategic alignment between Board priorities and executive leadership goals and objectives. This approach is intended to create consistency, accountability and measurable progress across all areas of the agency.

5. Better Coordination with City Council, the Mayor’s Administration and Housing Stakeholders

Chairman Jackson underscored the importance of cultivating stronger relationships with Richmond City Council, the Mayor’s Administration, affordable housing stakeholders, community advocates, resident leaders and financial partners. Through greater coordination and collaboration, RRHA aims to build consensus around housing priorities and accelerate solutions that benefit residents and neighborhoods across the city.

A Collaborative Path Forward

The Board retreat marked an important step in establishing a shared vision for RRHA’s future. Chairman Jackson and the Board of Commissioners made clear that collaboration, communication and strategic partnerships will be essential to moving the agency forward.

As RRHA advances its five-year strategic plan, the agency remains focused on creating sustainable communities, strengthening resident opportunities and building public confidence through transparency, accountability and results-driven leadership.      

Under Chairman Jackson’s leadership, RRHA is working toward a future that embraces innovation, partnership and a renewed commitment to serving the residents and communities of Richmond.


During the first Board retreat held on February 7, 2026, RRHA focused its redevelopment efforts through the lens of the Mayoral Action Plan and City Council’s Richmond 300 Plan.
