U.S. Government Shutdown Notice

ATTENTION RRHA Housing Choice Voucher Landlords and Participants,

The Richmond Redevelopment and Housing Authority (RRHA) is writing to inform you that the federal government shutdown has temporarily disrupted funding from the U.S. Department of Housing and Urban Development (HUD).

Because RRHA’s Housing Choice Voucher (HCV) program depends on HUD funding, this interruption affects our ability to issue Housing Assistance Payments (HAP) to landlords. However, RRHA wants to reassure Housing Choice Voucher (HCV) landlords and participants that RRHA has  confirmed sufficient funding for both November and December 2025. During this period, Housing Assistance Payments (HAP) to landlords and rental assistance payments for participants will continue without interruption.

FOR LANDLORDS

RRHA will continue processing and issuing Housing Assistance Payments (HAP) on schedule for the months of November and December 2025. We appreciate your continued partnership in providing quality, affordable housing to our HCV participants. Should the federal shutdown continue beyond December, RRHA will promptly communicate any updates or changes that may impact future payments.

FOR PARTICIPANTS

  • All rental assistance payments will continue to be made on your behalf through December 2025.
  • You must continue paying your portion of rent on time and in full during the shutdown. Failure to pay your share may result in lease violations or eviction under your lease terms.

RRHA continues to closely monitor HUD directives and guidance and will share updates through our website, social media, and email notifications as new information becomes available.     

We appreciate your patience and partnership as we work through this national funding disruption together.
